2017 WASTEWATER COLLECTION SYSTEM MAINTENANCE PROJECTS JOB ORDER CONTRACT
PROJECT NO. JOC WW 2017 001
The City of Sedona is seeking a qualified Job Order Contract (JOC) contractor to provide construction services for the City of Sedona Wastewater Department. The not to exceed annual construction cost for work under this contract is $100,000. SECTION I – PROJECT DESCRIPTION
This project consists of construction and repair of various wastewater water infrastructure facilities that are part of the City of Sedona Wastewater System and construction related thereto. The project includes 3 areas which is located within the City of Sedona, and within the Wastewater Reclamation Plant located approximately five miles southerly of the Sedona city limits, and along the sewer trunk line approximately paralleling SR 89A between the City of Sedona and the Wastewater Reclamation Plant. This contract solicitation is made in accordance with the provisions of Arizona Revised Statutes Title 34 Chapter 6.
SECTION II - SCOPE OF WORK
The scope of work under this contract will consist in the construction and repair of wastewater facilities, including but not limited to, sewer laterals, sewer clean outs, sewer mains, sewer manholes, and sewer manholes. The locations and extent of the work will be determined by the Director of Wastewater, who may from time to time request that the JOC contractor investigate the work requested and provide quotations of cost and time to perform the work at various locations. This is not an exclusive contract, and the City of Sedona may hire other providers. The contract term shall be for one (1) year, with four additional 1-year renewals upon mutual agreement of the parties, unless earlier terminated.
SECTION III - PRE-SUBMITTAL CONFERENCE
A non-mandatory pre-submittal conference for the 2017 WASTEWATER COLLECTION SYSTEM MAINTENANCE PROJECTS JOB ORDER CONTRACT
RFQ will be held on on February 16 at 1:30 PM at the Wastewater Conference Room of the City of Sedona Wastewater Reclamation Plant, 7500 W State Route 89A .. At this meeting staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As the City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-submittal conference, it is strongly recommended that interested firms send a representative to the pre-submittal conference.
SECTION IV - STATEMENT OF QUALIFICATIONS EVALUATION CRITERIA
The JOC Contractor will be selected through a two step process. The first step shall be an evaluation of qualifications. The second step shall be an evaluation of prices submitted as the Basis of Payment Line Items. Firms interested in providing JOC Contractor services must submit a Statement of Qualifications (SOQ) and a completed Basis of Payment Line Items form. Each offeror shall submit separately a SOQ and a completed Basis of Payment Line Items form. The final selection will be made on the basis of both the qualifications evaluation criteria below, and the evaluation of the Basis of Payment Line Items form criteria below. The City may award up to two contracts based on this solicitation. The final list based on this solicitation may include up five respondents. The respondents on the list will be ranked in order of the total evaluation score received. No interviews will be conducted as part of the evaluation process.
SECTION VI - SELECTION PROCESS AND SCHEDULE
A Selection Committee will evaluate each SOQ according to the criteria set forth in Section IV above. The City may perform a due diligence process on the firm(s) receiving the highest evaluation on these SOQs. No interviews are anticipated.
At the conclusion of the selection process, each of the rated elements for each firm will be evaluated to determine the Best Qualified for the project. The City will enter into negotiations with the selected firm and execute a contract upon completion of negotiation of fees and contract terms for City Council approval.
