Residents reached out to City staff to express their concern for safety and desire for safe walking and biking in the Andante neighborhood. This includes the parallel streets of Andante, Concord, Harmony and Windsong.
Because of this, City staff conducted broader outreach with the neighborhood to determine where a shared use path is needed. A shared-use pathway is an off-street path designed to serve non-motorized travelers like bicyclists, pedestrians and strollers for both recreation and transportation.
Current status
Staff sent 58 letters to all property owners on Andante between S.R. 89A and Thunder Mountain Road, offering one-on-one meetings to review the 30% design plans for the planned Shared Use Path. Staff met with residents on 18 different properties over the last 2 months. Comments were reviewed and some alterations will be made to the plans as the project is finalized. Completed plans are expected in early 2025 and the competitive bid process will begin in early spring. Construction may begin as soon as April/May of 2025. The project is moving ahead after many years of planning and support from the adjacent residents. This Shared Use Path will greatly improve safety along this corridor.
Background
The City held a public meeting with the Harmony neighborhood on Dec. 8, 2022 to discuss the best location for a Shared Use Path (SUP). The favored location by the community was along Andante Drive. A right-of-way survey and a preliminary look at how the SUP would fit were completed. The roadway is not centered within the right-of-way. To minimize the number of easements needed from adjacent property owners, City staff is currently designing a shared-use path that will begin at SR 89A on the west side of Andante Drive, crossing the road via a raised crosswalk between Allegro Drive and Lyric Drive, and continuing north on the east side of Andante Drive to Thunder Mountain Road.
During their regular meeting on August 8, 2023, City Council directed staff to move this project into the design stage. Following the completion of design, construction will begin. Review the draft feasibility plan here.
